Jakarta,-Direktur Jenderal HAM, Dhahana Putra, memandang rendahnya kesadaran masyarakat terkait isu Kesehatan mental merupakan tantangan bagi pemerintah. Padahal, Kesehatan mental tidak kalah pentingnya untuk diketahui masyarakat sebagai bagian dari hak dasar setiap orang atau warga negara.
“Kesehatan mental bukan hanya persoalan medis, tetapi juga hak asasi manusia. Seperti halnya hak atas kesehatan fisik, akses terhadap layanan kesehatan mental yang berkualitas, inklusif, dan bebas dari stigma mestinya diakui sebagai bagian dari hak setiap orang,” terang Dhahana, Sabtu (12/10/2024).
Pernyataan ini sejalan dengan Undang-Undang Nomor 39 Tahun 1999 tentang Hak Asasi Manusia, yang menegaskan bahwa “setiap orang berhak untuk hidup sejahtera lahir dan batin, bertempat tinggal, dan mendapatkan lingkungan hidup yang baik dan sehat, serta berhak memperoleh pelayanan kesehatan” (Pasal 9). Ini mencakup hak atas kesehatan mental yang harus diakui dan dilindungi oleh negara.
Untuk mengangkat isu kesehatan mental, Pada tahun 1992 komunitasi internasional yang tergabung dalam World Federation Mental Health (WFMH) memilih 10 Oktober sebagai hari kesehatan mental sedunia. “Tujuannya tidak lain adalah untuk mengkampanyekan kesadaran dan memberikan edukasi kepada masyarakat seluruh dunia akan pentingnya kesehatan mental yang juga adalah bagian dari hak asasi manusia,” terang Dhahana.
Lebih lanjut Diakui Direktur Jenderal HAM, pemahaman terhadap isu Kesehatan mental yang belum memadai di masyarakat di tanah air kerap menimbulkan tindakan diskriminatif. “Mereka yang memiliki persoalan terkait kesehatan mental tidak jarang mendapatkan tantangan untuk mendapatkan akses terhadap pendidikan, pekerjaan, dan partisipasi dalam masyarakat,” ujar Dhahana.
Sejatinya, menurut Dhahana pemerintah telah memiliki regulasi untuk mendorong pemenuhan dan penghormatan hak mereka yang memiliki persoalan terkait kesehatan mental atau Penyandang Disabilitas Mental (PDM). Misalnya, dalam UU Nomor 17 Tahun 2023 tentang Kesehatan (UU Kesehatan) telah mengangkat isu kesehatan mental. (***J.Mo)
