Jakarta – Rencana usulan Kementerian Keuangan menaikan tarif pajak dan mengenakan pajak atas sembako mendapat tentangan dari berbagai kalangan. Anggota Komisi XI DPR RI Wihadi Wiyanto mengatakan pengenaan PPN sembako justru memperlihatkan bahwa pemerintah menekan rakyat kecil.
Sebaliknya, pemerintah seolah memberikan relaksasi perpajakan kepada masyarakat golongan menengah ke atas, salah satunya dengan relaksasi Pajak Penjualan Atas Barang Mewah (PPnBM) mobil ditanggung pemerintah.
“Sembako ini sensitif juga, sementara mobil saja dibebaskan (PPnBM),” ujar politisi Fraksi Partai Gerindra ini dalam keterangan persnya, Jumat (11/6/2021).
Wihadi berharap pemerintah bisa melakukan inovasi sumber penerimaan pajak baru tanpa menyakiti hati rakyat.
“Dalam mengejar penerimaan, harus cari inovasi. Mengaca dua hal ini (pembebasan PPnBM mobil dan pengenaan PPN sembako), akan menyakiti rakyat kita. PPnBM yang dibebaskan menghasilkan seperti apa ke ekonomi? Sementara di Bali, industri pariwisata hancur dan program PEN belum jelas apa,” tuturnya.
Rencana pengenaan pajak sembako tertuang dalam perluasan objek PPN yang diatur dalam revisi Undang-Undang Nomor 6 tahun 1983 tentang Ketentuan Umum dan Tata Cara Perpajakan (KUP). Dalam rancangan (draf) aturan tersebut, barang kebutuhan pokok dihapus dalam kelompok jenis barang yang tidak dikenakan PPN. Itu berarti, barang pokok akan dikenakan PPN.
Barang pokok yang tidak dikenakan PPN sebelumnya diatur Peraturan Menteri Keuangan nomor 116/PMK.010/2017. Barang pokok yang dimaksud, seperti beras dan gabah, jagung, sagu, kedelai, garam konsumsi, daging, telur, susu, buah-buahan, sayur-sayuran, ubi-ubian, bumbu-bumbuan, dan gula konsumsi. (***)
