Jakarta-Sekretaris Jenderal Asosiasi Pemerintah Kabupaten Seluruh Indonesia (APKASI), Joune Ganda, menghadiri kegiatan Diseminasi Keputusan DPD RI Nomor 33 Tahun 2024–2025 di Gedung DPD RI, Senayan, Jakarta, Senin (3/2/2026).
Dalam forum tersebut, Joune Ganda menilai pemantauan yang dilakukan DPD RI merupakan langkah positif dan relevan untuk memotret kondisi tata kelola pemerintahan desa di berbagai daerah secara aktual dan komprehensif.
Menurut Joune, persoalan desa tidak dapat dilihat semata sebagai masalah administratif. Ia menegaskan, tantangan desa bersifat struktural dan berkaitan langsung dengan desain kebijakan nasional, regulasi, serta relasi kewenangan antara pemerintah pusat dan daerah.
“Diseminasi ini harus menjadi ruang yang mendorong tindak lanjut kebijakan yang konkret dan terukur, bukan sekadar penyampaian hasil evaluasi,” tegas Joune.
Ia juga menekankan pentingnya menempatkan desa sebagai subjek pemerintahan lokal yang memiliki kewenangan, ruang inisiatif, serta kapasitas dalam mengelola pembangunan. Prinsip rekognisi dan subsidiaritas, kata Joune, harus diwujudkan secara nyata dalam kebijakan maupun praktik pemerintahan desa.
Selain itu, Joune menyoroti kebijakan dana desa, khususnya pengalokasian sebagian anggaran untuk pembentukan Koperasi Desa Merah Putih. Menurutnya, meskipun bertujuan baik, kebijakan tersebut berpotensi menimbulkan tumpang tindih peran dan persaingan dengan unit usaha desa yang telah berjalan di sejumlah daerah.
Kegiatan diseminasi tersebut dihadiri oleh perwakilan perangkat desa, organisasi masyarakat sipil, serta sejumlah bupati dan anggota DPRD kabupaten/kota. (T3/*)
