Jenewa-Indonesia dengan tegas menyatakan dukungan untuk mempertahankan mekanisme Universal Periodic Review (UPR) di Dewan HAM PBB. Sikap tersebut disampaikan Deputi II Bidang Koordinasi Politik Luar Negeri Kementerian Koordinator Bidang Politik, Hukum, dan Keamanan, Duta Besar Rina P Soemarno, selaku wakil Indonesia di Sesi Debat Umum membahas Hasil UPR pada Sidang Dewan HAM PBB ke-55.
Sidang Dewan HAM PBB ke-55 berlangsung pada rentang 26 Februari hingga 5 April 2024 di Markas PBB di Jenewa, Swiss.
UPR atau Peninjauan Berkala Universal merupakan mekanisme di Dewan HAM PBB untuk memantau secara berkala performa pemenuhan HAM di 193 negara-negara anggota PBB. Mekanisme ini mulai diterapkan sejak 2005 dengan periode peninjauan setiap empat tahun.
Rina mengatakan, UPR menjadi platform paling efektif dan konstruktif dalam kerangka Dewan HAM PBB. “Pentingnya UPR tidak hanya terletak pada universalitasnya, tapi juga kapasitasnya dalam mendorong dialog dan kerja sama,” kata Deputi II.
Dubes Rina menambahkan, mekanisme UPR terbukti mampu menjadi fasilitas kolaborasi antar-pemerintah dalam penilaian dan perbaikan situasi HAM di setiap negara. Mekanisme ini pun dinilai esensial untuk dipertahankan karena memiliki prinsip kesetaraan.
Dubes Rina juga menekankan manfaat penting adanya bantuan teknis dalam rangka implementasi penuh atas rekomendasi-rekomendasi UPR yang diterima. “Untuk itu, Indonesia mendorong negara-negara dan Badan PBB terkait, untuk terus memberikan bantuan teknis dan pengembangan kapasitas yang diperlukan bagi negara-negara yang membutuhkan,” kata Deputi II.
