Amanat Kapolda Sumatera Utara yang di bacakan oleh Bupati Asahan H. Surya BSc mengatakan adapun tujuan dari operasi ini adalah terciptanya situasi kamseltibcar lantas yang aman dan nyaman menjelang idul fitri 1445 H tahun 2024. operasi “Keselamatan Toba – 2024” dilaksanakan selama 14 (empat belas) hari, mulai dari tanggal 12 Maret sampai dengan tanggal 25 Maret 2024
Bupati juga menyampaikan operasi ini bersifat terbuka dalam bentuk operasi pemeliharaan keamanan dan ketertiban masyarakat pada bidang lalu lintas yang mengedepankan kegiatan preemtif dan preventif guna terciptanya kamseltibcar lantas di wilayah Provinsi Sumatra Utara.
untuk mencapai keberhasilan pelaksanaan tugas operasi, perlu saya sampaikan beberapa penekanan untuk dipedomani dan dilaksanakan antara lain berikan pembinaan dan penyuluhan kepada masyarakat tentang disiplin dan tertib berlalu lintas serta tampilkan performance polantas yang rapi, bersih, dan humanis, termasuk tampilan perlengkapan dinas dalam kondisi yang baik.
